Last week, the community had a brief discussion on how these accounts should be utilized (https://bit.ly/3DjpVLP). After the governance team's discussion, the distribution of the donated accounts are as follows:
DigitDAO governance team will categorize the donated accounts, which will be 3 levels:
Level 1 accounts will be the most valuable ones, and will be auctioned inside or outside of DigitDAO. The income of the auction will be partly returned to DigitDAO, and partly returned to the donator. Exact ratios depend on the corresponding auction event.

Since the No.1 proposal, various issues around DAO governance have emerged. How to initiate the proposal? What are the requirements for a standard proposal? What requirements can a proposal make, how to become a DAO Mod, etc., we tried to develop a framework at this meeting to address some of these issues.
DAO Mod

DAO Mods are the main governance team responsible for smooth collaboration and ensuring moderation within Discord channels. Below are the details of this position.
Election of Governance Team/Mods

We propose to elect the Governance Team/Mods in the following way:
During the first 6 months when the governance framework is not mature enough and not many members have joined the community yet, we can choose 5 Mods who have contributed to either the .bit or DigitDAO community to form the temporary Governance Team. They are 0360, 6666, 8500, 8888, and pepe .bit

Once the governance framework proved to be stable, or the above-mentioned 6 months period passed, the temporary governance team will retire and the community is open for governance team application. The applicant is required to show his past experience of DAO moderating and governance, as well as his/her experience of participation within DigitDAO.

2.对捐赠条件和⽅式的约定
 （1）捐赠品：⾄多500个4D.bit，⻅附件清单；
 （2）捐赠框架：在2023年3⽉31⽇前，分项满⾜捐赠要求中前置条件，即开始转移承诺的捐赠品。如未在相应时间内满⾜条件，1536.bit有权对相应模块的账户另⾏处置；
 （3）捐赠的触发条件，须本提案通过，且满足下列条件之一：
  A. 在2023年3⽉31⽇前，DigitDAO内产⽣相应的提案，且经1536.bit认可并DigitDAO内通过。这些提案分别是：
 【空投提案】随机空投给10⽉18⽇注册开始后4小时内已成功链上⽀付4D注册费⽤但未注册成功的地址，空投数量为88个。提案应包括完整的符合条件地址清单、随机机制。此外，在提案通过后，提案人还需要在提案评论区列出依据规则产生的空投地址列表。
 【拍卖提案】提案应满足Digit DAO已经正式通过的拍卖、捐赠、资金管理的相关规则，提出拍卖288个4D类型的.bit域名的方案。提案中应明确，拍卖净所得中，优先转移50万CKB给1536.bit，以补偿500个4D注册时⽀付给keeper和Cell占⽤的费⽤。
 【转赠提案】提案应满足Digit DAO已经正式通过的捐赠域名管理、使用的相关规则，提出保管、转赠96个4D类型.bit域名的方案。
  B.由1536.bit直接将28个4D类型.bit域名转赠予本提案及关联提案的有益贡献者、评论者。其中，【空投提案】的有益贡献者不少于10个，并可赠予同一人。

  本提案仅为框架性提案，大多数的bit账户实际转移由后续相关提案决定。因此，仅需获得88个赞同票，且赞同票数多于反对票数，本提案即生效。
4.相关说明
（1）有条件捐赠，是为了分别促进社区的工具、和相关规则的完善。

In the end, a conditional donation proposal was developed to advance the Digit DAO governance mechanism and community development.
2. Agreement on donation conditions and methods
 (1) Donation items: up to 500 4D.bits, as shown in the attached list.
 (2) Donation Framework: The transfer of the pledged donations will begin upon fulfillment of the donation requirements by March 31, 2023. If the conditions are not met within the corresponding time frame, 1536.bit reserves the right to dispose of the account for the respective module.
 (3) The trigger condition for donation shall be adopted by this proposal and one of the following conditions shall be met.
  A. The corresponding proposal is created in DigitDAO and approved by 1536.bit and adopted in DigitDAO by March 31, 2023. These proposals are
 [Airdrop Proposal] Randomly airdropped to addresses that have successfully chained the 4D registration fee within 4 hours of the start of registration on October 18, 2013, but have not registered successfully, with a number of 88 airdrops. Background:
On Oct 18, the .bit team released a new round of accounts, and I tried to implement a register service, but with no intention to outcompete all the other register channels. To my knowledge, the other register channels had some node issues at the beginning of the release phase, and due to the transaction cannot be packed by the blockchain caused by this node issue, I was able to get ahold of many accounts I want, which really shocked me.

.bit has always been the #1 product on my watchlist since day 1. Really like the idea of the product, notions, and the hard work the team has put into .bit. So when I don't have many good accounts, I really wish to have some, from which I have created the register service of mine. However, I woke up to find that suddenly all of these good accounts are all in my hands only, this is a catastrophic situation. I think people would lose their passion about this product and could really sabotage all the great work the team has put into it. If .bit’s ecosystem cannot progress anymore, my accounts would become worthless.

I’m thinking maybe I can donate 90% of my accounts. But not to any single individual or any group, I think the community should have them as their collective assets. Donating to DigitDAO might just be a great choice, and that’s why I’m posting the proposal here.
